Diagnosisis this issue properly on any device would require a more step by step approach.
 
However for the note 4 specifically I have seen 3 boards this year that all pull 0.15A from a power supply and do not charge batteries or show any signs of life. Two of those we repaired by replacing the ET3152either th ET3152 charging controller IC or the PMA8084 Power management IC. TheUnfortunately I see we ordered both of these parts this year and it's been awhile, so I do not remember which of the two was eventually used. I am certain two phones had identical IC failures though.

The
third phone we ran out of time on and never attemptedtried to repairfix.
