If the phone was on when it got wet I would bet that it no longer works. Drying it out might work for a time but the 'high conducting' salt water was bound to short out and create latent damage in the semiconductors which could take weeks to rear its head. It would also corrode the protective film on the circuit board allowing the copper traces to oxidize and short.

Also, just drying out the unit without an alcohol scrub will let the water evaporate and leave the salt behind.

Nokia makes durable phones but this little fella just might have bought the farm. :(
