Why is my psp sometimes working and not

Hello my psp has not been touch about a couple years so it is not used for a long time, so bow i want to use it but when i turn it on nothing happens, green light only and black screen. so i removed the battery and still nothing, so how do i fix this, it sometimes work but when i turn it off it comes black again. Is it semi bricked?
