@paulloed yes it should come on with the power cord. This is possible an issue with the power management circuitry etc. So, you could try and see if a new battery will turn it on and will allow you to do some trouble shooting. I am certain you cehcked the power board etc for missing and/or burned components etc. Post some images fo the boards so we can try to assist you furtehr. Of course, schematics are unavailable.
