If you did a factory reboot and formatted the system partition you erased your account information.  Go to settings, accounts, manage accounts and  add your account information. If you backed up to google's server or another place you should be able to restore whatever you backed up, otherwise you'll be stuck installing everything manually.  I may be misunderstanding your question though. More simply,. If you formatted the wrong thing you erased your apps and google account.  Re-enter your account information, e-mail and password under accounts, if you allowed the default choice to back everything up to your google drive you can restore from that,. If you chose to back up to one drive or the sd card or somewhere else (if you didn't format that too) You should be able to restore from there or if you did any sort of backup first you can restore whatever you backed up.
