Yes you could be correct but this is unusual after only two years. Still, the heat paste may originally have been applied incorrectly.

Commonest fault is too much paste being used. What you are trying to do with the paste is just fill the microscopic pits on the contacting surfaces of the CPU or GPU and the heat sink.
