Is it possible to repair this adapter cable?

The dc cable is broken for awhile I just applied electrical tape and moved on, Today it finally gave in I was thinking ***if its*** ***possible to just cut out the broken part and reconnect it*** and my main concern is if its similar to USB cable and hoping this one is just ground and power.
