Rippling Lines Across screen when Entering Developer Mode

I have multiple HP 11mk G9 ee motherboards that are having this issue.

When you exit the recovery screen to the login screen so you can access the ChromeOS terminal white rippling lines appear across the screen. I can then boot to the terminal but it's a black screen with lines. I've tried multiple screens, cables, and motherboards. I've also tried updating chromeOS.
