Charging problem ipad mini

What is the history of this device? Is it actually not charging, or just saying it is not charging? i.e. What happens if you use the device until the battery is dead and then put it on the charger?

If the iPad has been opened, you may have damage at the battery connector (common) otherwise, the most likley problem is a failure of the dock connector which you can replace--although it does require soldering. You may want to send this part of your repair out unless you have experience soldering.
