iPod (16GB, no camera) can't open apps it's like their frozen
When I touch an app nothing happens only Siri works for opening them

Try connecting it to itunes on your PC (if you don't have itunes, download it for free here https://www.apple.com/itunes/affiliates/...
If you backed it up once, restore it from that backup
If not, simply hit restore( if you do so, your data on the phone will be deleted)
