Alcatel One Touch T'pop wont turn power on?

It was raining a lot today and I was listening to music but then my phone shutdown and when I tried to switch it back on it powered up (but no to the home screen) and then it shutdown again and it kept on repeating this but it was working fine in the morning and it has never happened before. It is not water damage because there is no water in the device and I tried putting it in rice to soak my phone if any water went in it but no water came out.
