Delay wiper switch doesn't click on 1984 Buick Electra Park Avenue?

Wipers don't turn on, when I turn the selector on the stalk it just spins, doesn't click from off to on to delay settings. Replaced the stalk from a car where it did click through it doesn't work in my car. Is it the wiper switch? What is the part that I need to replace? Parts counter guys seem to be just guessing.
