Laptop trouble booting up

I have a Dell Inspirion 1545. Just ordered another charger after it day around for a year. When I is powered on it won't go pass the boot up screen. How do I fix this problem? Or what could possibly be wrong?

Jamal, exactly what do you mean by "the boot up screen." Is it the windows screen or the BIOS where it hangs?

When I power it on, it goes to the windows screen and just stays there
