How do I figure out what the code OE stands for

The "OE" Error could mean that either the drain hose is bent or clogged or the drain filter is clogged; the drain filter is the filter behind the small door at the bottom, left, front part of the unit. You would want to check for kinks in your drain hose and make sure the drain filter is clear of any debris; to do this, you simply open the small door, but first be sure to get a bucket or pan to catch any water that may flow out. Next you would unscrew the black cap [this is when the water might flow out of the unit as the drain hose is in this area]. Once you have unscrewed the cap, you should be able to access the drain filter and clean it out.
