lid will not latch to lower case
The latch in the lower case will not release so that the lid can close

First look at the upper hook to see if it is intact. Slowly close the id till it is almost closed to see if the magnet is pulling it down. See if anything is clogged in the lower receiver mechanism. The upper and lower cases may be out of alignment.
