I turn on my iBook and after seeing a gray screen with the apple logo on for a few seconds I'm directed to a blue screen with a loading sign on the middle bottom. I have charged the iBook and used to work fine but I stopped using it for a while and when I come back this happens. What is going on??

First try starting up in Safe Mode by holding down the shift key on start up. That failing, boot from your original system installation disk and run Disk Utilities.
