Blue light blinking at start button & light bulb symbol

Out of the sudden, I was unable to on my laptop. When i press the start button, there is blue light blinking beside the start button and at the light bulb symbol as well. I have checked the adapter, it was functioning. Even i remove the battery from the laptop. It shows the same thing, unable to on. Please help me.
