In the sounds settings I switched my vibrate to on when ring and when silent, and I can feel the phone vibrate when the switch is set to vibrate from ring, but when I'm being called it won't vibrate, nor when texted. I've tried a hard reset, and this is a brand new IPhone 6 plus that was sent to me because my last one had the exact same problem.

If it's still under warranty. Repeat the process, it's your best guest. ( send it again )
It's proably a defect parts or software that cause the issue.
Whatever it is, the Apple Warranty covers it!

Go to settings,then click sounds then check and see if you vibrate when ring and vibrate on silent are activated if not then activate and your are good to go!
