Why won't my lens focus correctly?

I just purchased this GE X600 new from a non GE authorized source (no warranty) and the lens will not come to a focus. I can see that it will pass through the focus plane, but it always settles just a bit out of focus. It will focus when zoomed out all the way and to about halfway back in. But then it begins to be out of focus again. Any ideas out there? Matt
