just installed new battery and followed initial charge and discharge instructions. However new battery has not solved my rapid loss in battery strength. the first time I changed batteries the improvement was dramatic. This time no improvement. Also note I cannot turn off the phone without it restarting automatically. Holding down the home and power buttons simultaneously did not resolve the restart issue.

Check if you have the latest update installed.
Try to change date/time settings from Auto to Manual... restart the phone... and change back again. Also, check if you are logged in right Region. Sounds weird but this setting causes all kind of troubles all the time.
If this will not be helpful than try to find out with 3rd party memory manager ( there is really a lot to pick from) and figure out what app is running at the backround all the time. For the testing period of time try to switch off all Cloud services (iCloud, Dropbox...)
