1994 Honda Accord DX: How can I fix odometer and trip?

Hello I'm here to see if anybody can help me out. I bought a car from someone and I noticed the car odometer and trip isn't working. It's just stuck. I was recently told that the guy that I bought I from switch the stock engine to V-Tec .

Is there anyway I can fix it myself?
