I can't turn wifi on manually or on the computer. Under the manual switch on the left side should there be something in that space? Because there's nothing in there right now and I can see under my switch.

If your running windows, you'll have to get on another system and probably need to download the proper wifi driver, copy it onto a USB stick, then on the gateway run the driver install. I get several systems in, especially Dell's, and depending on the model have to download both the ethernet and wifi driver's this way -- using a different system to download - then run the installer on the machine with missing drivers.
tip: fire up a Linux Mint boot USb/cd, it will typically auto load a driver for wifi and help you eliminate a hardware problem. ;)
