I am waiting for this charger the next week and i would like to ask, can i leave it permanently connected even when i am not charging anything? Does this affect the charger? Secondly does it have overcharge and short circuit protection?

that is a simple 12v to 5v regulator. It will supply its rated current to anything connected, the same as charging from you computer port. It is up to the device to control its charge. You can leave it plugged in to the power port of your auto as long as the port is not connected directly to your battery. If it is it will eventually run down your battery as it does consume some power even with nothing plugged into it.
