I wasn’t able to find the eos 70d service manual but did find the eos 60d service manual instead and because these cameras are similar might help:

EOS 60D and EOS D60 are NOT the same camera. D60 Manual won't work for 60D-70D. Canon cameras can indeed be confusing.

Primero comprobar que los pulsadores de tapa tarjetero y trampilla portabateria se liberan bien . Después Hay un IC de 6 patillas 3+3 con denominación identificacion M04 en la placa base,junto al conector de presión largo alargado que suele ser la avería habitual con los problemas de encendido power ON .
Por otro lado el modelo EOS 70D presenta fallos en procesador cuando hay recalentamiento por exposiciones muy prolongadas o por utilizar el modo video cuando la temperatura ambiente es alta , entonces,solo un cambio de PCB es efectivo el problema es que si no enciende el modulo original no se pueden salvar ajustes de un módulo a otro y que los módulos pcb Main son muy costosos.

En aliexpress muchos distribuidores ofrecen IC 3+3 (M04 ) para,venta,por separado del módulo, al ser un componente SMT necesitas un dessoldador de aire caliente para retirarlo y cinta aluminizada o kapton para proteger el conector cercano de un exceso de temperatura que lo pudiera deformar.
