MacBook Pro has absolutely no options or mentions of WiFi

Hey, I have a 2009 13" Macbook Pro that was pulled from a school environment; most likely from an IT admin or teacher from the engravings on the chassis.The person who I bought it from stated that the WiFi does not work which I didn't pay too much attention to since I was familiar on repairing Macbooks already, however, I think I've bit off more than I can chew with this Macbook.

The problem:

"WiFi" and "wireless" is not available ANYWHERE on this notebook. There is no WiFi icon in the tool bar, there is no option to add WiFi as a connection in the network settings, there is no "WiFi" or "wireless" in spotlight and it fails to detect any networks when I try to network boot (ethernet unplugged). In system information, it does display some information in the WiFi panel, but not much to get a definitive answer as to what's happening.

My troubleshooting:

I've reinstalled El Capitan, I've done PRAM and SMC resets, I've replaced the airport card, I've replaced the screen assembly and there is still no mention of WiFi.

It's almost as if WiFi is disabled at the hardware level, similar to how you can disable the NIC through the BIOS on a PC, but to my knowledge, there is no such thing as an Apple "BIOS", unless I'm wrong.

My next step is to simply get a replacement 2009 13" Logic Board and isolating it to a hardware level "lock" specific to the logic board itself. Maybe it being used in a school environment did it? Maybe something on the motherboard went kaput?

Who knows? Not me, that's for sure. Anyone have any ideas?

Open the mac and reseat the WIFI card. may be loose contacts. Or you can buy a new WIFI card and check.

I've already replaced the Airport card from another 2009 13.3" screen and that didn't change anything. I also swapped screens to see if it was a bad cable, which didn't fix anything either.

I don't think this has anything to do with the Airport card or its connection since the system doesn't acknowledge that WiFi is even an option.
