eeprom no longer functioning

Firstly, I know very little about electronics. Second, this is automotive related.

My question... If an EPROM is damaged (no longer functioning) how do it get damaged? Shorted, Voltage spike, if it's not physically damaged. Can the programing still be read and copied (to a desktop) correctly? In other words the EPROM being shorted doesn't affect the ability to correctly read the program correct?

Thanx, I know this has nothing to do with cell phones or laptops but hoping someone would know. Thanks!

numbre nine what eeprom? How is it automotive related? Copy what program to a desktop? You will have to give us more information about what you are trying to do.

it is the immobilizer , which i guess is the program written on this particular eeprom in the bcm, gm passlock security system, (its an 03 saturn ion) have been stranded twice, fixed with junkyard bcm + relearn, i certin (well mostly) the eeprom itself goes bad, it will not relearn, only a doner bcm + relearn will get it running

I guess that depends why the EEPROM is no longer functioning. If it was "zapped" and is no longer working, then there is no way to get the data off. However, if the problem is on the PCB, like a shorted voltage rail powering the EEPROM, then fixing the logic board is the way to go.

Tell us more about what car/model/year and what the circuit board is and maybe we can give a better answer. Pictures are great too!
