Why can't I turn off my screen overlay?

I am trying to get my Instagram account to access my storage. About a week ago my phone reset and now I can't get the screen overlay to turn off. I have reset the app preferences and all of that several times and it just will not work. What can i do to get the screen overlay off and get Instagram to access my storage again?
