power book not turning on when charger pluged in, makes static sound.

when i plug in the charger for the powerbook g4, it makes a static sound and does not turn on.

Do you get any lights on the AC adapter?

I have exactly same problem but dunno whats wrong. I assume the problem is in DC card.
