Why will my DualShock 4 controllers not connect to my PS4?

Everytime I try to turn on my controllers they will not connect to my PS4. All they do is flash 30 times in a white/light blue color. I've tried continuously to charge, turn on/off the PS4, and to use the cord to try to connect it. Nothing has worked so far.
