Why my Dell Streak isn't switching on?

I got a Streak from a friend travelling to the US. Unfortunately something happened before it reached me and now it doesn't even turn on. Dell says they cannot provide warranty for something that has been taken out of the country. I need help. No one in India seems to possess the know-how or the resources to repair this device.

Don't tell Dell that it has been taken out of the country. I don't care if you took it to the moon, where it has gone is of no business to Dell. What is their business is their reputation as an honest company. Is there a rider in their warranty that states it is void if taken across a political border? It must be the polar radiation of Ontario that has voided your warranty. Can you say LAW SUIT?

I have a Dell Streak 7 T Mobile logo on back with Dell logo. that will not boot up to full screen with menu. I get the Dell to power on and will flash the Dell screen Logo and then the Dell logo with the colors flying around but nothing else. I reset it to power it off and i hold the + side of the volume and the power button and still i do not get but a single flash of it booting the lock screen to unlock and then it goes off screen again. I tried to hold down the menu button but nothing. Could it be a bad battery causing this or is this a common issue that can be addressed for simple repair? It is brand new without warranty now.
