Warning: Can't recognize the following ink cartridge Try reinstalling

I installed 2 new ink cartridges that were low. After installing them I get the warning message: Cannot recognize the following ink cartridge. Try installing them again.

M 99/98.

I removed that ink cartridge and tried reinstalling but it didn't fix the problem. I also cannot get back to the main screen. It will not let me off of this warning screen and when I shut it off and restart it goes directly to this error message. Please help.
