When charging, my Galaxy S4 (T-Mobile) has the grey battery appear (and vibrate), disappear, and repeats that process over and over (Note that the phone is off/is dead). I tried to boot it without the power button, but all that happens is "Samsung Galaxy S4" and then it will show the grey battery thing again.

Try holding the power + volume down + home buttons together until you get the green text with white text screen and if it stays on there without shutting off then you may have a software issue.
If it still shuts off on that screen by itself then try replacing the battery.
You may need to reflash firmware so here is a guide on doing so:

Sometimes it could be a faulty power button as well (spam clicking it sometimes makes the phone able to stay on).

When I get to the green and white text screen, should I press the volume down button to restart the phone? I've already done that and it doesn't fully boot. It'll say "Samsung Galaxy S4", after that it goes back to the battery thing. If I just leave it on the page with the text, it doesn't do anything. The power button (as far as I know) is functional.
Try reflashing firmware as instructed above as it stays on the download screen and not shut off if left there.
Which would mean battery and logic board is fine. Most likely the software gone bad.
If it still does not work after firmware flash then you will need to do a wipe data factory reset in recovery mode resulting in all user data lost on the phone.
