How do you disable the recovery key without knowing the phone number or Microsoft account info only the IMEI and SIM numbers

Timothy -- The phone number is not necessary for this process. It sounds like you have encountered the Reset Protection system which requires a recovery key. To obtain that, you need the Microsoft Account information of the phone's previous owner. Without the recovery key, you will be unable to reset the phone.
