There are two layers on a touch screen. One is the outside layer, that detects touch and protects the inside one. It is called the "Glass" or "Digitizer".
The other is called the LCD or just screen, and it emits the picture. This is what you need to replace.
Look on YouTube for a video of your liking to replace the screen. If you don't think you can do it, find a local repair shop to do it for you.
