Hot, battery draining, insomniac MBP

The screen shuts off when closed and the sleep indication light breathes but the machine still gets really hot.

When I place my hand on it, while closed, I can feel a light buzz (like the surface isn's smooth. Doesn't happen when it's off) .

When it is on it runs hot, fans come on when I open chrome and battery drains in under an hour. Replaced the battery 4 years ago and has about 500 cycles on it.

I brought it in for the GPU recall a year ago so I'm not sure if I would need a new logic board.

I've done SMC, PRAM resets tried a few codes but all don't seem to work. Help will be greatly appreciated.
