Mac not recognizing bootable external hard drive

I have installed windows 10 Pro on my 1TB external hard drive (WD My Passport), but it is not showing up when I restart my Mac while pressing the Option key.

I used WintoUSB on Windows 10 Pro on a bootcamp partition created on my Mac (my systems storage is pretty low, and my reason for installing windows is to install some games that don't support mac).

I have done this before, but I used VHD because Legacy wasn't working at the time, and it worked, but only then I found out that VHD only supports up to 127GB, so I attempted to restart, using the Legacy option, but now it won't be recognized. I am not sure if it's a problem with my system, hard drive, or what.

I have already tried resetting the PRAM by holding Command+Option+P+R for 2 restart chimes but no luck.

My operating system is macOS Sierra. I am afraid to try upgrading to High Sierra incase it makes the problem unfixable and I cannot downgrade.

I have tried booting windows on a friend's mac and it worked like a charm, so something about my mac just isn't right, but I don't know what exactly.

I set up my Mac and restarted it while holding Option, but nothing, so now I'm absolutely stumped.

if all else fails, I might just buy a new external hard drive. in that case, would it be better to buy a 7200rpm with up to 136mb/s transfer speeds or 5400 rpm with up to 5gb/s?
