Laptop dead but gives green charging light and and amber wo battery

Hi folks, im taking a look at a friends laptop and just am making sure apple isn't screwing her, They told her the logic board or battery might be the issue. I think it is the logic board but i just want some more opinions. The charger led is green with the battery plugged in and amber without it. I already did a successful SMC reset but its still dead. No chimes or any fan movment. Is this board Dead or can I try something else?
