S4 mini won't boot up. NEED HELP!

My samsung galaxy s4 mini just turned off and won't turn back on or charge, tried to take battery out and held power button for 1 minute, then put it back in, nothing. Tried to replace the battery and still didn't work as well as holding volume down + power + home, still nothing. When i plug it into my PC it makes he windows sound like it has been registered, but nothing pops up. Can anyone help?
