Duo Camera is blocked when taking a picture and no Duo Effects work

Well my dad just bought me a new phone,the HTC One M8. The phone does not even have a scratch and is in mint condition. The problem is that when i'm taking a picture a pop up comes up and says that the Duo Camera is blocked,even though im not even touching it and my fingers are far away from it. When i take my case off the same message still comes up. I have tried factory data resetting,unlocking the bootloader and i have rooted the phone. The message still came when the phone wasn't rooted,for those asking. If anyone knows what the problem is please tell me what it is. Thank you!
