Call waiting issue s6

Sometimes when I call my girlfriend the phone shows that she is waiting when I ask her she says she wasn't she has a samsung s6 I call her international call as she is in another country she has a 3g router which is always on along with she is connected to her wifi at home, does something like this happens to network shows she is on a call while not is it a problem in her phone or signal or this doesn't exist??
