Why won't my tablet start

Hi my tablet won't start it will either get stuck on the dogs or Viking pro then it will have something pop up and says unfortunately the UI system stopped working. And I have tried reset button on back and nothing and I have tried to hard reset and it just goes to the dogs then the Viking pro and stays on that til that pop up pops up and when it charges it doesn't show the battery either? Help
