I have an iPad 4 that has been laying around for 3 months which has run out of battery completely (like the low battery symbol wont show) and upon charging it up it will not boot. I am using the OEM apple cable and charging brick. Please show me a fix for this issue

The only fix is a battery replacement, the iPad won't start without a working battery.

I wont be doing a battery replacement until I can narrow down if the battery is the problem because I don't want to replace the battery and find out it doesn't even work. I know it was working 3 months ago, so the battery couldn't have died forever in three months.
Ethan actually it is absolutely possible that this is your battery. If it is the original battery and has not been charged for a while, it is entirely possible that it has discharged below it's charging threshold. Now, no matter what you try it does not accept a charge and is essentially a dead battery.
Get a USB ammeter and plug the iPad into that. Check to see how many amps it pulls and if it even tries to charge. "and upon charging it up" how do you know it is fully charged?
I thought so. Ill try to replace the battery and see what happens.

Well that wouldn't help because it wont even boot. No apple logo or anything.
