Long story short my phone fell in water and all apps in phone are working just fine but the camera don't open it's says "unable to connect to camera because it's used by other apps or disabled due security policies" I have tried all but without success help please.
Oh and the camera open with other apps too except the main app

Try starting the phone in safe mode and check if the camera works OK.
If it does then a downloaded app may be the cause of the problem. The trick is to find out which one.
You need to uninstall each downloaded app, one by one, and test the camera between each uninstall, to see if it is operating correctly. Once it does the last downloaded app that you uninstalled was the culprit.
If it doesn’t work in safe mode either, try a factory restore and see if this may resolve the problem.
Ensure that you backup the phone first, using the phone’s backup feature before you perform a factory restore, as a factory restore will erase all your data and downloaded apps.
Once you have completed the backup, restore the phone using the phone’s factory restore feature.
Once the restore has been completed, check if the camera functions correctly.
If it doesn’t then perhaps there is a hardware problem possibly due to the fact that the phone fell into water.
If the camera works properly in the factory default mode, restore the phone, with the backup that you made earlier, using the phone’s restore feature.
Once the phone has been restored to its’ previous state, check if the camera still works OK.
If it does then the factory restore (also known as a hard reset) has resolved the problem.
