Pavilion Slimline s5-1020 - PC won't POST, acts like it's brain-dead.

As the subject says, the computer won't POST at all. Press the power button and the drive spins up and fans turn on but nothing else happens. No POST, no LEDs (except the steady green one on the back of the power supply), monitor doesn't wake up, no beeps, nothing. There are no third-party bits installed on or in this computer.

Things tried:

  • CMOS reset (jumper; also tested voltage on CMOS battery and it's good)
  • Removing memory modules (2x2GB) one at a time and both together
  • Swapping memory modules with known-good modules, one at a time and both together
  • Disconnecting internal drives
  • Resetting power manager (unplug, hold power button for ~10 seconds, replug)
  • Resetting the power supply voltage from 110 to 220 and back again
  • Connecting motherboard to desktop power supply
  • Reseat the CPU

Out of curiosity I pulled the CPU and it behaved no differently, which leads me to believe that the CPU might have given up the ghost. (Would the computer beep/alert if it was powered up without a CPU installed? This one doesn't.) Power surge? There's no obvious damage (scorch marks, etc) anywhere, but the owner of this PC is obviously a smoker and there's a lot of sticky brown dust on the fans, heat sink, case, etc. I blew off what I could but it's REALLY sticky. I've seen computers fail due to tobacco residue before but they were all MUCH worse than this one. This is the CPU fan (before cleaning) and it's the worst part of this machine. You can see the mobo behind it and it's pretty clean.
