PS4 won't turn on. No LED but 2 Beeps

Hi there,

I've recently bought a PS4 which is broken. It doesn't start when I press the power button, the only thing that happens is that the PS4 beeps twice in quick succession. Safe mode doesn't work, and I've changed the power cable so it's not that. Any help would be appreciated!
