I just bouught a ipad online and it say its activation lock
ok just got me a I pad and now it say activation lock now what do the person I got it from said they don't know the info so what do I do

Unfortunately there is nothing you can do. Without knowing that information, the device is iCloud locked and basically useless.

I would add that if you bought this through a service that offers a dispute mechanism (i.e. eBay), then I would open a dispute and seek a refund as you were sold a lost/found or stolen item under false pretence.
In a worse case scenario, you could try to sell it yourself and properly indicating that it is iCloud locked and useful for parts only. At least you would recover some money.
