Why can’t I hard reset my iPhone 8?

So I know other people have asked this and have gotten great answers, but none of those answers were able to help me. So first, I hold the up and down volume button as well as the power button until the power slide bar shows up, right? I know it’s supposed to show up, but then an SOS emergency call slide bar shows up. At first ignored it and continued holding all the buttons “until I see the Apple logo” like everyone says to, but then the emergency call started to show a countdown. Assuming it was going to call 9-1-1 at the end of the five second countdown, I quickly let go of all buttons. So, how do I avoid calling the authorities when I try to reset my phone??? Thanks!
