What is the part to the right of the forward facing camera?
What is the part to the right when looking at to forward facing camera? It’s rectangular with a ribbon.

Cellular antenna and cable assembly. Your iPad isn't a wifi-only device. Well, at least, it wasn't before you cut it.

Not necessarily, it could still work in some circumstances.
Such as on some bands/networks

That would be probably a cellular antenna, but if you didn't see a Sim slot it is a Bluetooth antenna. If you think you damaged it, the I would suggest putting it together, and turning it on to see what it was. If it was something you used, then consider purchasing a replacement (if available).

You need to be more specific. Take pictures of it, give us more details, and is it on the inside or outside of the device? (I am assuming inside)

It is on the right Hand side internally. Facing the forward facing camera. It has a two pieces ribbon coming off of it. With a twin part with no ribbon on the left. I accidentally cut it.

So can still use WiFi but not cellular?

Yes. Cellular may still work, but you may get poor reception on certain bands.
