My Kindle keyboard screen looks like it is powered up with a list of titles on the screen, but the battery has been completely removed. I have tried to reset the unit, several times, still the same thing. Unit will not charge, either. Any suggestions?

Seems to me the screen on the only changes with power. What you are seeing is the last screen that was shown before power was removed.

I agree with Overdrv. The screen is simply displaying the last thing it was told to display, which were the titles. And since the battery’s removed, it won’t charge, since there’s nothing TO charge.
Plus, if there’s no internal battery, the Kindle cannot be reset.
