A couple power related issues

So I have this ps4 which I managed to somewhat revive (didn't turn on at all at first, no beeps or anything) by using a good psu and reflowing CPU, but now there's couple issues I can't wrap my head around. If I plug out the power cord and plug it back in, I have to wait atleast 5 mins to be able to power it on, same goes with normal turning off (with power button or turn off ps4 in system), it takes like 5 or more minutes just to completely shut down.
